Mr. Browning joined PennPIRG in 2007, after five years
as a public interest advocate in Maryland. As Executive Director of
Common Cause Maryland from 2001-05, he successfully advocated
stronger ethics laws and better disclosure of campaign contributions,
and wrote numerous reports on the role of campaign contributions and
lobbying expenditures in shaping legislation on health care, corporate
tax loopholes, and sprawl and development. As Director of the American
Cancer Society’s Clean Indoor Air Campaign from 2005-06, he helped
expand laws banning smoking in bars and restaurants in Maryland. Mr.
Browning received a B.A. in Political Science from Brown University,
and an M.A. in Writing from The Johns Hopkins University. As state director of PennPIRG, he leads consumer and good government campaigns.
